Funds Flow to Electric Cars

White House Unveils $2.4 Billion in Grants to Jump-Start Industry in Midwest

WAKARUSA, Ind. -- President Barack Obama used a factory in one of the most economically battered U.S. manufacturing regions Wednesday as the backdrop to unveil $2.4 billion in stimulus grants to jump-start an electric-vehicle industry centered in the Midwest.

Obama Tries to Jolt U.S. Electric Car Industry

1:34

President Obama has announced a $2.4 billion plan to revitalize the U.S. electric car industry. The plan aims to make America a key player in an industry dominated by Asian and European manufacturers, Joseph White reports.

</DIV></DIV></DIV></DIV></DIV>

The program, outlined by Mr. Obama, Vice President Joe Biden and other members of his administration in separate appearances in six states, would make the U.S. government the major financial backer for 48 different projects to develop and produce electric-vehicle batteries, electric-drive components and various kinds of electric vehicles.

The government also would be a major customer for those ventures, committing to buy thousands of electric and hybrid vehicles from General Motors Co., Ford Motor Co., Chrysler Group LLC and some smaller manufacturers. The role is vital to creating demand. Auto-industry executives are unsure whether consumers will pay premiums that run to thousands of dollars for electric vehicles if gasoline prices remain at current levels.

Mr. Obama's own automotive task force cast doubt in a report on the viability of GM's coming Chevrolet Volt plug-in hybrid. Mr. Obama's plan calls for the government to buy as many as 625 Volts for electric utilities and consumers to test.

href="http://online.wsj.com/public/resources/documents/st_PLUGIN0908_20090805.html">[Plug in ]

Government grants also would subsidize installation of electric-vehicle charging stations; lack of stations has been one of the obstacles to wider use of battery-powered vehicles.

"I want the cars of the future and the technology to power them to be built right here," Mr. Obama said to cheers from workers at Monaco RV, a struggling recreational-vehicle factory in Wakarusa, a northern Indiana town of 1,800 that has an unemployment rate of 18%. "For too long, we failed to invest in this kind of innovation, even as countries like China and Japan raced ahead."

Obama administration officials say the government needs to help U.S. manufacturers catch up with Asian rivals who have moved more aggressively to develop such critical technologies as automotive lithium-ion batteries and related technologies.

The move also reflects the belief by Mr. Obama's economic team that current lower oil prices won't last: In its models for the future, as part of the GM and Chrysler bankruptcies, the president's auto task force assumed that gas prices would rise above $4 a gallon by the middle of the next decade.

<DIV class="insetContent embedType-image imageFormat-arbitrary"><DIV style="WIDTH: 555px" class=insetTree><DIV style="WIDTH: 555px" class=insettipUnit>[Recharge] </DIV></DIV></DIV>

The Obama administration says the government money will leverage another $2.4 billion in private investment by recipients. The bulk of the Department of Energy money goes to seven companies in Indiana and 11 in Michigan, two states with the nation's highest unemployment that will play a strong role in Democrats' fates in 2010 congressional races and Mr. Obama's 2012 re-election run.

Some companies that failed to get grants questioned why most of the winners were large, well-established companies, such as GM, Johnson Controls Inc. and Saft Groupe SA of France.

"Innovation in this arena frequently comes from the smaller guys," said Mark Mills, chairman of International Battery Inc., a venture-capital-backed battery maker in Allentown, Pa., that had unsuccessfully sought DOE funding for an expansion. "If we wound the clock back to 1980 and had the government funding computer operating systems, the probability that Microsoft would have been funded then would have been small."

Losers in the competition for funding also said the program would benefit a significant number of foreign-owned companies, either directly or because they are joint-venture partners with the U.S.-based firms. Compact Power Inc., which received $151.4 million for production of lithium-ion battery components for the Chevrolet Volt, is a unit of South Korean battery maker LG Chem Ltd.

"There's more money in this for South Korea than for California," said Rep. Brad Sherman (D., Calif.). The Energy Department did award $45.4 million to the South Coast Air Quality Management District in Diamond Bar, Calif., to support the development of plug-in hybrid trucks and shuttle buses. But Mr. Sherman noted that the construction of those vehicles is slated for Michigan and Kentucky.

BYD明年赴美卖E6,售价将稍高于4万美元:

AUGUST 22, 2009

BYD to Sell Electric Car in U.S. Market Next Year

XIAN, China -- BYD Co., the Chinese auto maker part-owned by Warren Buffett's company, is finalizing plans for an all-electric battery car that would be sold in the U.S. next year, ahead of the original schedule, Chairman Wang Chuanfu said.

In an interview at a BYD factory here, Mr. Wang said the company aims to use money from a planned new-share sale in China to help pay for the U.S. push, as well as for a second production line for automotive lithium-ion batteries near BYD's Shenzhen headquarters.

He said BYD wants to build up its brand name in the U.S. by offering one of its most advanced cars, the five-seat e6, before eventually expanding its offerings.

Wang Chuanfu, the chairman of Chinese auto maker BYD, with one of the company's cars at the automobile show in Detroit in January.

</DIV><DIV id=articleImage_1 class=insetFullBracket><DIV class=insetFullBox><DIV class=insetButton>Wang Chuanfu</DIV>Wang Chuanfu</DIV></DIV></DIV></DIV>

Mr. Wang said the company plans to pick a specific region within the U.S. and initially market "a few hundred" e6s, priced at slightly more than $40,000, through a small number of dealers. "In the beginning, our target customers are going to be government agencies, utilities and maybe some celebrities," Mr. Wang said. He added that BYD hopes to enter Europe with a similar strategy in 2011 or later.

BYD, which lists shares in Hong Kong, plans to sell up to 100 million new shares in mainland China ahead of a listing on the Shenzhen Stock Exchange as early as next year. The offering, which still needs government approval, could raise up to $500 million based on current prices.

One source of Mr. Wang's confidence in attacking the U.S. car market is BYD's ties with MidAmerican Energy Holding Co., the unit of Mr. Buffett's Berkshire Hathaway Inc. that paid about $230 million for a 9.9% stake in BYD.

MidAmerican Chairman David Sokol, who was also interviewed in Xian, said MidAmerican is ready to assist BYD's foray into the U.S. auto market in "any way we could be helpful." MidAmerican also might invest in BYD's new initiatives in the U.S., which, in addition to automobiles, could involve solar panels and battery technology for power utilities.

Mr. Sokol also said MidAmerican hopes to boost its BYD stake if the chance arises. "If in the future there is an opportunity for us to continue to invest in BYD, we will be happy to increase our stake over time, but we will do it in cooperation with BYD," he said. Mr. Wang said an increase is "negotiable."

The BYD e6 is a five-seat electric-powered passenger car. The company says it takes about seven to nine hours to fully charge when plugged into a regular home outlet. BYD already sells a plug-in hybrid car with a small gasoline engine to charge batteries that is called the F3DM. BYD began selling it late last year to fleet customers but has since failed to make it available for consumers. Some analysts have speculated that problems with the car's lithium-ion-battery technology might have dogged the car.

Mr. Wang tried to dispel the criticism, saying the delay is because BYD is waiting for government incentives for private buyers in China to buy "new energy cars."

众所周知,德国人长于机械,拙于电子。

燃油车的最后堡垒德国也行动起来啦:

Germany jumps in the race for viable electric car

German government puts the pedal to the metal in race for a viable electric car

<DIV id=y-article-hd><DIV class=y-article-hd-left>

  • On Wednesday August 19, 2009, 5:53 pm EDT

</DIV></DIV><DIV id=y-article-bd>

BERLIN (AP) -- Forget that they're cramped, have a limited driving range and outstrip the average consumer's pocketbook. The race is on to create a viable electric car.

Germany -- home to brands including Volkswagen, Porsche and BMW -- became the latest country to fast track development of electric cars, the government approving a plan Wednesday that aims to put 1 million of them on the road by 2020.

The goal is ambitious. Of the 41 million cars in the country, only 1,452 are electric, and Germany is entering an increasingly congested field.

This month alone, Nissan Motor Co. in Japan unveiled the Leaf, an electric car scheduled to go into mass production for a global market in 2012; General Motors touted triple-digit mileage figures for its rechargeable Chevrolet Volt; and President Barack Obama committed $2.4 billion in federal grants to develop next-generation electric vehicles and batteries in the U.S.

To help bring Germany up to speed, the government plans to spend some euro500 million ($705 million) on the plan over the next three years -- including euro115 million ($164 million) to establish eight test regions examining how the cars could best be introduced.

It plans to put euro170 million ($242 million) into battery research, making domestic production a priority and ensuring that German experts are trained in the technology.

"It is important that we couple a decreasing dependency on oil imports with not suddenly becoming dependent on battery imports," Economy Minister Karl-Theodor zu Guttenberg said.

The massive, sensitive, costly and fast-depleting batteries that take the place of international combustion engines and gasoline are expensive to produce, and countries like South Korea and Japan are far ahead in research and development.

Electric cars are also more limited than their gas-guzzling cousins, running 40 and 120 miles (60 to 200 kilometers) on a charge, while taking anywhere from two to seven hours to fully recharge.

Guttenberg said a market introduction plan would be examined, and financing would be a question for the government that emerges from Germany's Sept. 27 election.

However, while the plan calls for electric cars to be put on the market starting in 2012, it does not specify what if any incentives might be offered to would-be buyers -- a point criticized as a weakness.

Electric cars are becoming a more common sight in European cities where the streets are narrow, parking spots are rare and traffic is thick.

From London -- where hundreds of the two-seater G-Wiz ply the streets -- to Berlin, the demand for the small vehicles is forecast to rise even as a long-lasting battery remains out of reach.

Analysts expect global production of purely electric cars to expand rapidly in the coming years. IHS Global Insight forecast that it will grow from nearly 9,500 this year to more than 58,000 in 2011.

Jay Nagley, the publisher of Clean Green Cars, a British online guide to environmentally friendly vehicles, said the G-Wiz, while ubiquitous, is technically not a car but an "electronic quadricycle."

He said the G-Wiz had limited appeal outside the British capital, where wealthier residents use it mostly to avoid parking fees and the city's hefty congestion charge.

"It's pretty expensive paying seven grand for a four-wheeled motorcycle. You'd be pretty brave to take it outside the city center," he said.

In April, London Mayor Boris Johnson launched a plan to get 100,000 electric cars onto the streets of London by 2015, including the creation of 25,000 charging stations.

He promised electric motorists an exemption from the congestion charge imposed on drivers in central London, an annual savings of up to 1,700 pounds (about $2,600).

Germany's Volkswagen AG, Europe's biggest automaker, has said it hopes to introduce its first electric cars on the market in 2013. Daimler AG, which has been testing an electric version of its two-seater Smart, is working with California-based electric car maker Tesla Motors Inc. on developing better battery and electric drive systems.

Tesla has earned praise for its low-slung Roadster, a $109,000 two-seat sports car that can get more than 200 miles on a single charge.

In the U.S., General Motors Co. plans to offer the Volt -- a hybrid electric car -- next year at a cost of about $40,000.

Ford Motor Co. will also offer an all-electric commercial van in 2010 and plans to have three other electric vehicles available in the U.S. by 2012. Johnson Controls-Saft, which will supply the battery system for the plug-in hybrid electric vehicle, is a joint venture between auto parts maker Johnson Controls Inc. and Paris-based battery producer Saft SA. Both companies are receiving tax credits and other incentives to assemble the cars and battery packs in the U.S.

Elsewhere, rival Mitsubishi Motors Corp. launched an electric vehicle in June, the 4.59 million yen ($48,300) i-MiEV, and other companies have plans in the works.

German officials insisted their country hasn't missed the boat. Transport Minister Wolfgang Tiefensee said even Japan hasn't yet achieved a "real breakthrough."

The government noted that the cars' batteries currently cost up to euro15,000 ($21,000), and wrestling the cost down will be important. They said other measures that will be considered include incentives such as special traffic lanes or parking spots for electric cars.

AP Auto Writer Kimberly S. Johnson in Detroit and Associated Press Writer Raphael Satter in London contributed to this report.
